Can this be used with the 13 in. mac pro?
Yes, it actually can be used on ANY Macbook laptop, regardless of Air/Pro or otherwise so long as it has a USB-C port. Even though it's rated for 96W, that's only it's maximum. It can charge any device up to that wattage. I use it for my iPad Air 4 as well.

Can you remove the plug and swap with a plug-in cord?
If you are referring to the Apple power adapter the answer is yes. You can do this for the adapter for the laptop as well as for the power adapter for the iPad.
