A: No, that’s just the cost of the phone. It gives you the option to pay monthly on it so you don’t have to pay $700 all at once.
A: from what you're stating, The phone you have should be AT&T original GSM meaning it should work with cricket unless AT&T has a block on it being under a payment plan the phone has to be paid in full for them to release the unlock so it's best to own the phone out right and then choose the cheapest carrier to save the most money
