Q: Does it start in high mode or remember the last setting (e.g., low)?
A: it remembers the last setting. So it will be in low mode when power on, if it was put in low mode when power off.
Q: Can you replace the 3-AAA holder with a 18650 battery?
A: I don't have that specific flashlight, but I have replaced several of the AAA holders with an 18650 battery. I have found a couple of different lengths of AAA holders in different lights. If an 18650 battery will fit properly in the light, it should work fine. I even got some plastic sleeves to take up the extra space around the battery.
