A: I had the same motherboard and CPU with a 4090 GPU and it would not keep it cool, using the same Motherboard and CPU but a 1080TI and cooled fine. I used the CORSAIR - iCUE H150i ELITE LCD XT 120mm Fans + 360mm Radiator Liquid Cooling System with IPS LCD Screen, on my 4090 and cooled great

A: I would say so, I have the i9 10850k and it keeps my temps around 40C when Idle and depending on the game 60-80C while gaming. I dont do any editing or rendering anymore so not sure what that cooling performance would be like
