Terrorist cells identifying themselves as the Individual Eleven have begun a series of ultranationalist attacks targeting refugee camps, foreign consulates and even the Prime Minister. A charismatic new leader rises amongst the refugee's resistance movement, a former memeber of the Individual Eleven.
