So to answer your question, yes, it does create a Wi-Fi hotspot using moble data, like a smart phone; however, the USB Wi-Fi dongle offers several advantages over a smart phone, i. e., does not drain your phone's battery, abillity to use dual SIMs, likely offers a more stable connection, acting as a plug-and-play modem for laptops/desktops, and it avoids having to tie up your phone while sharing data.

According to the Specifications section, it is compatible with the T-Mobile carrier. So you would have to contact T-Mobile to see what 4G plans they offer, and then choose from those. Also, you would, of course, have to make sure that you would be in the T-Mobile 4G service area when you intend to use it (more than likely you would, but double check). Like any carrier, T-Mobile offers a few plans, up to "unlimited" downloads, but keep in mind that cellular carriers have their OWN definitions of the word "unlimited," which is NOT what you will see in any dictionary.
