A: AFAIK, there is no Neon Lite II. There is the Neon II and the Neon Lite. The Neon II weighs more and has a longer max range (25 miles) due to bigger battery. The Neon Lite is bit lighter, but has a shorter range (18 miles). You choice comes down to whether you want a lighter scooter or one that goes farther.

A: The scooter has an IP55 rating. Meaning it's resistant to harmful dust and low-pressure water jets. Meaning it can be gently hosed. So, yes, it can be ridden in the rain. However, you should avoid doing so. And you should wipe it dry as soon as you can after exposure.
