A: Yes, but this monitor is a bad choice for the PS4. The 240hz (meaning the monitor is capable of displaying 240 frames per second) is overkill since even even the newest consoles can only generate 120fps at most. That is to say, you're paying extra $ for something your PS4 can't make use of, nor could a PS5. The line between TV and monitor can be blurry sometimes, but this is a clear case where you want a PC to use with this monitor. If you are planning to use this monitor for PC gaming at some point, yes, you could use it with your PS4 in the meantime, no problem. Just connect the 2 devices via HDMI cable. (If your next gaming device is going to be PS5 or XSX, I recommend you get a 4k 120hz TV.)
