Q: Is this a better option than building?
A: For me it was a better option. But for someone else it might not be. I did price what it would cost to build this PC from scratch using the same components, or very similar, using online sources for the prices. I estimated that I spent $80 more to buy this one than to build it myself. However I saved a lot of time, and there is a 1 year warranty. But that was last week, and prices change all the time. And that was before this PC was on sale for $140 off, as it is now. Building is fun too though. So it really depends on what you want to do.
Q: do i really need a monitor couldnt i just use my tv as a monitor or am i missing something???

Q: can this desktop handle 4k gaming
A: Yes this computer can play games at 4K. But it plays some games a lot better at 4K than other games. Just an example, I was playing No Mans Sky at 4K with all the graphic settings at max. It was beautiful, but the movement was really slow. I turned down the setting but decided I preferred the ultra smooth and fast motion with all settings at high so I ended up going back to 1080p for that reason
Q: Is the operating system on the Hard drive or the Solid State Drive?
A: This PC comes with the 64-bit version of Windows 10 Home installed on the Solid State Drive. The Hard Drive arrived formatted but completely empty.
