A: Not sure what exactly the LG tech is stating here. She provided a very convoluted answer. I own is the FLEX and can confirm 100% that any curve setting greater than the 0% flat setting will reset back to flat whenever the TV is turned off. When it is powered back on, the curve setting is resumed. This is the standard feature of this TV and there is currently no work around. If you want the TV to keep a specific curved setting without going back to the flat position, you will have to keep the TV powered on at all times. Hopefully a future firmware update can fix this. LG has yet to explain why it's necessary to reset the TV back to a flat position whenever the TV is powered off.
A: No, the FLEX cannot be mounted separately using a monitor arm. The TV unit itself is integrated into a heavy desk stand and can't be separated. You may want to consider the LG C2 42" as an alternative solution as that TV comes with a VESA mount adapter and can be mounted onto a monitor arm.
