I couldn't find information online on whether the RAM had the necessary JEDEC memory profile to run at 3200Mhz on my new laptop. After digging around, I found that info buried on PNY's website on a PDF spec sheet. It lists "Frequency Speed (JEDEC): 3200Mhz (PC4-25600). I went ahead and ordered it and got it installed on the laptop. The RAM registers as 3200Mhz on my HP Omen 15 with a Ryzen 7 4800H. At 3200Mhz, it has the following timings: 22-22-22-52. The stock RAM configuration for this laptop was 2x4GB at 3200Mhz with the same timings. This is an unfortunate limitation on the motherboard on this laptop and apparently a majority of gaming laptops these days, where they don't let you change frequencies in the UEFI / BIOS on the machine nor via software, I originally installed the DDR4-2400 2x8GB kit that was at my local store, also PNY. While having the extra RAM was nice, going from 2400Mhz to 3200 Mhz (a 33% speed increase) gave me noticeably better framerate in games.
