• I do not think that that is correct. I think if you buy it from a retail store that it would come locked, but buying it from say ebay and having it expressly say that it is an unlocked phone would ensure that you are getting an unlocked phone. Also make sure that the seller you are buying from takes returns.

• The only place i know that you can buy an unlocked phone is at the apple stores. That is where we send our our of country visitors.
