Based on everything I have read and heard, the 2nd generation Apple Pencil does NOT work with the new iPad Air (2019 model). It only works with the 2018 iPAD Pro models

The new iPad Air (2019) uses the original Apple Pencil. With its brand new iPad Air, Apple has included support for the original Apple Pencil. The first-generation Pencil features a Lightning connector on top, underneath a removable (and frankly, highly-loseable) cap.

No, it will work with the newer IPad Pros but not the new Air. The new Airs will still require the first generation apple pencil.
