There is a work around for connecting the Apple TV and iOS devices without a WiFi network. You need to forget the known network for both devices and reconnect using Bluetooth. For video streaming this may not work though

If your carrier allows you to use your iPhone as a hotspot, you can just use that hotspot as a wireless network and not have to mirror anything. Just be warned that if you do not have unlimited data, your data will be used up very quickly. As to mirroring, I think you can only do that to another Apple device, e.g. Apple TV.
