“I see the price, but then when I choose a carrier it goes up significantly??? Am I missing something? Do I have to specify carrier as it is a gift and not sure what carrier to choose.”

The cheapest price you see means it is the gps option. With this option, you will be paired with your iPhone over Bluetooth or Wi-Fi. The GPS + Cellular version, on the other hand, can also latch on to cellular networks (LTE or UMTS) and can be used as a standalone device. For example, if you choose the gps, your phone has to be nearby to make calls. If you choose a carrier (your phone carrier), you will pay more because it is like a mini phone on your wrist. You could leave your phone behind and still be able to make calls, text, etc. You will also pay more on your phone bill for the carrier option.
