I know that the gold stainless steel does NOT come without cellular. But you do have the option of not connecting it with a cellular plan. My Apple Watch is cellular+gps, but I have not connected it to my plan since I feel little need to do so.

No stainless steel is only GPS& cellular but you do not have to activate cellular service it still works via Bluetooth.
Yes,it does! Mine is without cellular and you have to keep your cellphone with you always to be able to answer the calls on your watch!
