GPS+Cellular allows you to make and get calls, and use data without having a phone on you or being connected to wifi. To do those things with the GPS only version, you need to have your phone on you will be connected to Wi-Fi

GPS only you will have to be within Bluetooth range if your cellphone to answer a call. GPS + cellular, you will be able to use as a standalone phone, it will have it’s own number but will also cost you extra on most cell phone plans, at least 10.00 per month
