“I bought this pc and arrived just now. As im inspecting inside of it, seems like the GRAPHICS CARD fan doesnt spin. I tried everything to check whether a cable is not connected or something is blocking the fan but no. I might return it if not solved.”

Generally these video cards have a feature in which the fans on the GPU stay off until the card reaches a certain temperature. to be sure the fans properly work please attempt to run a game and confirm the fans begin to move. Running a game should push the GPU to work harder thus causing it to increase in temperature.
