If the units are not vented "outside" or to another room via hose, heat and humidity will build up in the room you are trying to cool, thus making the unit run inefficiently and quite possibly constantly. Also, doing this requires a lot of energy and also doesn't allow the other modes to the unit to work properly. Therefore for proper function and efficiency all portable models must exhaust end of window units hang out of a window.

All air conditioning units while making cold air, create more Btu's of heat than cool. This is due to the units not being 100% efficient. You have to have some venting to remove the heat away from the air conditioning unit otherwise you are trying to cool the room and in addition to that you are trying to cool the hot air being created by the air conditioning unit.
