We do not believe that the 3' clearance next to the wall would meet that requirement. A:AnswerHello- Thank you for your question. The refrigerator doesn't know if the by-pass plug or filter is installed. The by-pass plug basically tricks the refrigerator into thinking there is a filter. If the water comes out with the by-pass and not with the new filter, the issue is most likely the filter. Unless you didn't press in with your glass on the dispenser for a couple minutes to get the air out of the line.
