“Has anybody used this on a window smaller than the minimum required width of 21.9"? I take it you would have to make your own mounting for it to work since the unit is only 16.5" wide. AC manufacturers, please find a way to make this work!!”

Yes I mounted it in a window that is 17" in width, I just mounted it without the side flaps. The minimum required width to my knowledge is just a recommendation when using the flaps. It will work on a very small window just fine without them. I had another AC mounted in this window previously and it worked fine for years.
