Your tablet does not need to be on for this device to work. The tablet will be needed to set the speaker up (connect it to WiFi, link subscriptions accounts like Pandora or Netflix, link other google devices to the speaker, etc) but once the speaker is connected to WiFi, no tablet is necessary to play music, answer questions, or stream video. Your smart TV will work with the Google Home Mini if your TV has embedded Chromecast. If so, link the two to the same google account, share the information on the Google Home app, and you will be able to stream using voice command. If your TV does not have Chromecast, you will need to purchase a Google Chromecast device.

If you have a newer samsung TV with smatthings built in then you can. If you have an older Samsung TV then you will need a smartthings hub.
The mini will work with any chromecast enabled device. If your TV has Chromecast built in, it will be directly compatible. If not it will require a chromecast or chromecast ultra dongle to be able to cast. Also, the chrome cast stays on all the time actively listening unless the microphone is turned off ( switch on the back).
This works with my Samsung 40" smart TV just fine, I use it to turn on/off the TV and control the volume. I don't have cable, so I use my Roku to watch movies via netflix and hulu - Google mini doesn't seem to work with Roku just yet
The mini would have to be able to connect directly to the TV. I have an LG and I can control the TV through a tablet but the Mini will not connect to the TV.
