“How do I set the cook time for less than a minute? As soon as I touch the number pad it defaults to full minutes.”

Press the 'cook time' button before entering the time. Then you can enter seconds or Minutes & seconds.

That's what the "Cook Time" button is for. Tap that and then you can put in however long you want.

You have to touch “cook time” then put how many seconds and/or minutes that you want. You can add or subtract time with the + or - on the keypad.
