• Yes. Just say "Hey Google, call Mom." Or whoever you want to speak to and it will place the call and use the Hub Max as a speaker phone.

• Google uses its Duo service for making calls. You just log in with your google account. You can read about it on google's support site: https://support.google.com/assistant/answer/9071980?hl=en
