Considering that the LIte employs the same chipset as the original switch the ability to output to TV is there but for some reason, Nintendo has chosen to purposely disable the system from ever excepting a dock. Probably because if this could dock it would end up being around $50 more than a regular switch with unremovable joy-cons and a smaller screen. $200+90 Dock+$60 extra joy-cons = $350

No, its handheld only... controllers don't come off and there is no vibration or motion controls either.... its basically an update for the 3DS that has been discontinued.
