Yes, this cable is 2.1
Short answers: Yes, and HDMI 2.1. Long answers: This does support Dolby Vision and even older non HDMI 2.1 compliant cables support Dolby Vision in some cases. It's not an HDMI version per-se, but it's made to support the bandwidth required for HDMI 2.1, and I use it for a run between a HDMI 2.1 TV and a HDMI 2.1 receiver so I can get 4k 120hz on my TV.
