I think a few games can be played off-line, but to get the full realm of games and to play on-line, you need to purchase PlayStation Plus, runs approx. 49.99 for a year, which I think is cheaper than Xbox live. I have seen that 3 month memberships run about $17.00. Hope that helps. I haven't checked into all the parental controls yet (such as xbox live had) as the PS4 is still new/just out of box, but plan on looking into them.

StreamIng apps like Netflix, Hulu, etc, can be accessed without a PS+ subscription. For PS3 and PSVita the online remains free.
