Yes Playstation Plus is the membership required to play online.
only for multiplayer the remaining stuff are accessible without that, like Netflix or system or games updates.

Yes, they have something similar. It costs about 17 for 3 months or 49 for a year but there were lots of free games

Yes. I think a few games can be played off-line, but to get the full realm of games and to play on-line, you need to purchase PlayStation Plus, runs approx. 49.99 for a year, which I think is cheaper than Xbox live. I have seen that 3 month memberships run about $17.00.

Hope that helps. I haven't checked into all the parental controls yet (such as xbox live had) as the PS4 is still new/just out of box, but plan on looking into them.

Only for PS4 for $50 a year. The subscription gives you access to 6 free games every month, 2 for PS3, 2 for PSV, 2 for PS4. You also get the ability to Share-play with your friends among other features like cloud saves, etc. Online Free-To-Play(F2P) games can be played online for free on PS4. StreamIng apps like Netflix, Hulu, etc, can be accessed without a PS+ subscription. For PS3 and PSVita the online remains free.
