Toshiba doesn't include restore discs with laptops anymore. But you can create your own recovery media by using the included TOSHIBA Recovery Disc Creator.

If you buy one preset up by the geek squad they will include restore disc, but it will cost you an extra hundred dollars. However, this does include removing trial software, tweaking for best performance and six months anti virus which is already set up when you take it home.

No, however there is a restore utility on the laptop itself that can create restore discs, I would recommend creating those as one of the first things you do after you take this laptop home.
