      Yes it comes with 1 intake hose and 1 exhaust hose...depending on the setup you want...everything is included.

      Once the required temperature is reached, the unit cycles on and off to maintain the temperature set.

      Look at your thermostat setting.. Your unit is running constantly which means either your setting is too low for the unit or your trying to cool too large an area for that size unit
