It does not give you 5$ to use in game. This is as-expected. One thing to note is that this is NOT the same as the "starter pack" that is sold through the League of Legends game interface, that contains *some* different in-game items, but is sold for Riot Points, and I'm not sure the exact conversion, but think that the starter pack in-game costs slightly more than 5$.
