Who pays $35 for an empty cheap key chain? Yes, I am aware it says it now that I’ve looked through all the photos of the product, but I still feel mislead. It doesn’t state that AirTag not included until second photo. And who really looks through all photos of a key chain

It is understandable how one might assume that the key ring includes an AirTag. Additionally, the retailer (BestBuy) did not clearly indicate that the product is only a key ring and does not include the AirTag. I recommend that BestBuy update the product listing to specify this more clearly, perhaps by labeling it as "AirTag Key Ring (AirTag Not Included).
