Phone Advertised and Sold as Unlocked. Not True.

Best Buy directed me to the original cell phone carrier to ask management to unlock the phone and because I was not a customer of that carrier, they would not unlock it. Best Buy management told me to wait 90 days and the phone would be unlocked. I asked the manager at Best Buy why did they advertise and sell the phone as unlocked. He had no answer.
