The instruction booklet was helpless though, it was a "quick guide" and there was no other instruction booklet as to how to navigate the phone, I couldn't even find the alarm clock for a whole week. Overall average phone.

Yes, the phone can be tweaked to be HIPAA compliant; however, pretty much any phone can become HIPAA compliant with adjustments/lockouts and tweaks as phones are not HIPAA compliant out of the box. Having said that, yes this phone accepts domain policies well.
