CPU received no power

I have tried on two motherboards, but the power supply did not supply power to the CPU. When I changed it to a different power supply, the CPU was able to receive power.

But this time, turned on the newly built PC for the first time, smoke came out of the PS with strong burning smell of chemical. Luckily, I did test the new PC with my spare power supply, PC boost up OK ( I was so afraid that this Cosair Power supply might short out my motherboard/ CPU .
