Hit or miss with Refurbished PC's by "Joy Systems"

I have purchased a number of refurbished PC's by "Joy Systems".
I also have return a few of these PC's by "Joy Systems" over the past 10years.
I received PC's with missing emblems, remfr. hard-drives, badly marked up cases, non-working DVD drives, bent covers, mixed brands of memory, and intermittent USB ports.
This PC seems to work just fine, but cosmetically the case was scratched and marked up. They actually used a permanent marker to hide some of larger scratches.
I have never received a refurbished PC that looked "like new" from them. Oh yea, they send you a very cheap keyboard and mouse with their PC. You would think that their "Quality Control" would improve over the years. It has not.
