In either setting, it would not allow steady current flow, even for an I Phone charger. Buying a simple adapter, even at an airport, is best, because most chargers are rated for 110 to 250 volts at 50 or 60 cycles and hair dryers and irons can operate without conversion.

It worked perfectly with no glitches converting European 220v to my 110v CPAP device. The cost was reasonable also.
