Ok waterproof camera

2001 camera? Junk

When i tried to take a picture, it was so slow it would flash, then i would move it down and i would get peoples feet. It took 2 good pictures out of 10. How is it that bad? I've bought many cameras over the years and this was the worst by far, stay away from it.
