After trying various unsuccessful configuration changes to the internal laptop WIFI card, I installed a Linksys AC1200 dual-band USB adapter, and this appears to have successfully resolved the problem.

The house is 3000 square feet (wood frame and sheetrock built) and they both have full bars and are able to stream and watch movies without a hitch. They are also at opposite ends of the house, with the WIFI upstairs in an office.
