Glass top looks terrible after less than 30 days

We don't cook very often and we use stainless steel cookware. After about 2 weeks or so when I was trying to clean the glass cooktop I noticed what looked like dried on food, but it wouldn't come off and it's smooth to the touch. It looks like it is between the heating element and the top of the cooktop. We have ordered a completely different stove and are returning this one. In the last week more of those spots have turned up. It looks like the cooktop is 20 years old and we've only used it about a dozen times.
