Missing game

Was told that it didn’t come with the game and was instead a digital download but it didn’t come with a download code either. Was then told that none of the ones they had in store came with the game. If they knew it was a known issue why continue to give them to paying customers? Why don’t they pull them from stock? Something is fishy.
