Please do not buy this. I have a TP-Link mesh Wi-Fi that performs great. But this adapter is terrible. After having it for about a month it would sometimes not turn on after starting up my computer. I would have to disconnect it and plug it back in for it to work. I researched online for solutions and nothing has worked. What a waste of money.
Another very important step is to ensure your PC's power plan settings are not set to disable or turn off the adapter to conserve power. This is the default configuration that Windows applies to USB peripherals, and should be disabled on crucial devices such as network adapters.

This would be more appropriate as a question in the Q&A section rather than a review that affects a product's rating. Yes to both of your questions. It will work outside the US and you will need an internet source to use it. An adapter can only connect to a source, it will not generate the internet itself. For internet generating devices you would need a USB hotspot and those can be obtained from most cellular providers. Also note that TP-Link does not offer a international warranty so products purchased in the US but used elsewhere may not have access to the product warranty.
