Yes, for Powerline adapters that utilize the first generation of the HomePlug AV standard, they should be plugged into outlets directly, and for best results, the outlets should be on the same breaker. If you would like to traverse multiple breakers, but remain on the same main circuit panel, we suggest considering one of our Powerline products that use the new HomePlug AV2 standard instead, such as our TL-PA7010 Kit.

What a waste
