Product Was Already Activated ...

STEAM online) charge more than value of card. However when my daughter tried to activate the card she got informed 'CARD REDEEMED'. How is that possible? Went back to BestBuy today and was told have to go to 'STEAM' ... But hey I bought the card from BestBuy and they took my money, so why do I have to go to 'STEAM'. That really sucks.
