The fan was used at night in a bedroom, to circulate air. It seems that either some dust or grime has built up around the motor, but can't be accessed to be cleaned. The dust or grime has bogged down the motor to where it could barely spin, and has since stopped entirely.

The last setting (high), blows such little air... It works better laying down on its side, which sucks for me ‘cause my bed is higher up than my countertop.
