Its a squarel cage fan and setting about 1 and its loud. Need to be on 3 to feel the air moving. At 8 feet. It does not oscillate. It looks sleek but still its loud and doesnt move the are compared to standard fans. Going with a different fan

No silver Base, all Black plastic looking. As far as the power, You won't know it's even on because you can't feel anything. As far as noise, you will know it's on from a mile away.
