That's expected given there's not the swirly stick in the middle or whatever you want to call it but the water level is terrible. Maybe it's good for the environment, but I actually want clean clothes. It takes hours since I have to wash it twice. What a terrible washer. I also don't appreciate the "lock feature" I wanted to throw in a sock I forgot to add and the door was "locked" and would not open!!! I wish I never got it. Never is full of water. Maybe somewhat full if you are trying to wash a comforter or something and it does fit a lot of clothes but I would still say do not buy. Awful washer that is not worth the price.
