This RX 580 has been used. No PCB cover and no plastic on the gpu itself. Fingerprints on the plastic fan shroud and using a q-tip, i swabbed dust out from the back of the fan blades. If I was going to buy used items, i'd be on ebay. This purchase has pushed me away from Best Buy for future "new" gpu purchases.
