Q: Does this TV still allow connection to cable or is it just for ROKU?
A: Yes you can connect to your standard cable, or to hdmi with a cable box. The roku is controled with wifi. You must have a wifi connection in your home. once connected, the tv is controled with the ROKU remote control. The on button, the volume in on right side, the channel selector is the left arrow on the remote.
Q: is there a fee to be paid to Roku or others to activae or use Roku?
A: Nope... But you will need accounts with Hulu Plus...Netflix...Amazon Prime etc...etc.
