Q: After converting the VHS tape to DVD format, can I play the new disk on my DVD player ?
A: Yes you can; I do this often. The conversion / recording creates a video DVD disc that can be played on DVD players (instead of a "data disc"). You'll just need to make sure that your DVD player can play DVD-R or DVD-RW discs (whichever you choose to use).
Q: Does this require that I own a VCR?
A: If you're looking to convert VHS tapes to DVD / digital files, then yes -- you'll need to own a VCR. The VCR plugs into the converter box, and then the converter box plugs in to the computer. The VCR plays the tape, and the converter box records and converts the video to a digital file at the same time.
Q: So, can I hook my VHS-c camcorder up to it and download the movies for further editing or viewing?

Q: Did not see that it includes an RCA adapter
A: the RCA Adapter (RCA to USB) is included. An RCA cable is required for the source video and audio, otherwise you can use an S-Video cable for video but will need an audio cable for audio. - I HIGHLY recommend the S-Video Cable, the standard RCA connection offers sub-par performance.
A: The transferred content will last forever; it's simply saved as a media file, which can then be burned to a DVD or saved on a computer. It doesn't expire.
