How long is charging and how long does charge last?

Takes about 3 hours to fully charge from empty. Will run about 13 minutes from a full charge.

This is advertised as a "2 in 1 wireless vacuum cleaner and air duster", but nothing in the instructions tells you how to convert this tool from a vacuum to an air duster and I cannot figure out how to make it operate as an air blower. Please explain.
